Heather Bourne is a Senior Environmental Scientist who leads the integrated planning initiatives for LimnoTech. Heather has over 25 years of experience in stormwater policy and NPDES permitting, developing and implementing watershed studies, developing and implementing programs to ensure client compliance with NPDES permit requirements, and conducting TMDL planning and implementation efforts. Prior to her work at LimnoTech, Heather served as Environmental Monitoring Manager for a Phase I MS4, overseeing the development and implementation of the city’s NPDES permit-driven monitoring programs, directing public outreach, and overseeing annual reporting.
