Heather Bourne is a Senior Environmental Scientist with over 25 years of experience supporting and managing numerous water resources management projects across governmental, commercial, and industrial sectors. Heather has decades of experience in stormwater policy and NPDES permitting, developing and implementing watershed studies, developing and implementing programs to ensure client compliance with NPDES permit requirements, and conducting TMDL planning and implementation efforts. Prior to her work at LimnoTech, she served as Environmental Monitoring Manager for a Phase I MS4, overseeing the development and implementation of the city’s NPDES permit-driven monitoring programs, directing public outreach, and overseeing annual reporting.
Heather has also provided research and analysis support to project evaluation and benefit quantification for a number of corporate water stewardship projects in the United States and abroad. She has a Master of Science degree in Environmental Studies from Ohio University and a Bachelor of Science degree in Biology from the State University of New York at Oswego.
